なぜ漁船を活用するのか？

　しかし、なぜ漁船なのでしょう？　北京のアメリカ大使館で駐在武官をつとめたDennis J. Blasko氏は、漁船を尖兵として使うメリットをこう述べています。

民兵を使うことは「現役の中国軍を使うよりも刺激が少なく、事態をエスカレートさせる可能性が低い」

　いきなり係争水域に軍艦を送り込んだのでは、対立相手からも強いリアクションが返ってきます。しかし漁船ならば名目上は民間人ですから、対立国としても思い切った対抗措置はしづらい、といえます。といって「まあ、軍艦が攻めてきたわけでもないし、漁船くらいなら……」と放置すれば、中国漁船が当たり前のように係争水域で魚をとるようになり、中国の実効支配が深まっていきます。すると漁船を保護するために漁業監視船が常駐するようになり、「ここは中国の経済水域だ」という既成事実を作っていきます。
　周囲の国々としては、こういった事情をよく理解して「たかが漁船のこと、血気にはやった民間人のこと」と甘くみないことが重要です。日本の経済水域で違法に操業する中国漁船に対しては、とにかくこまめに追い出し、甚だしい場合は逮捕も厭わずに対処しなければ、だんだんと既成事実を作られて経済水域を奪われていってしまうでしょう。先の尖閣沖事件は、その始まりと考えるべきです。
